The Governor’s Council on Child Safety and Family Empowerment is authorized under Executive Order 2023-18 and consists of members appointed by the Governor. This multidisciplinary council was created to align, leverage, and coordinate faith-based and community resources to address challenges faced by vulnerable children and families who may be engaged or at risk of engaging with the child welfare system. The Council also provides additional support to strengthen families caring for foster and adopted children.
Workgroups
This Council can create workgroups necessary to facilitate further what is outlined in the body’s Executive Order. Each workgroup comprises members, including issue-area experts and/or community stakeholders. The Council further develops its work through the following:

Children’s Justice Task Force
The Governor’s Office of Youth, Faith and Family (GOYFF) is the supervisory entity responsible for the state’s compliance with the Children’s Justice Act (CJA) Grant authorized by the Child Abuse Prevention and Treatment Act (CAPTA), Section 107(e)(1) to administer the Children’s Justice (CJ) Task Force. The CJ Task Force is responsible for reviewing and handling cases of child abuse and neglect and making training and policy recommendations in each of the categories outlined in CAPTA every three years.
